Rebecca Hughes
Head of Partner Solutions
Rebecca leads on the development of relationships with suppliers and providers. She joined PRSB in 2021 following seven years with the RCGP as Commercial Director and Programme Director of the Personalised Care Institute.
She has a strong background in setting and leading commercial and sales strategies, as well as the delivery of complex and fast paced programmes. Rebecca is a Fellow of the Chartered Management Institute and a mentor of charity leaders for the Cranfield Trust.

Dr Annette Gilmore
Lead Assessor
Annette leads the conformance assessor team for the PRSB Partnership Scheme and is the lead for the PRSB suite of nursing standard development projects. She supports and advocates for the use of standards to underpin EPRs and digital clinical information systems, at every opportunity, including through speaking engagements, written communications, and networking.
Annette’s current roles also include being an active member of the BCS Nursing steering group and the RCN eHealth forum.

Dr Emma Davis
Partnership Scheme Assessor
Emma is a practicing GP with a background in engineering prior to studying medicine. With a specialist interest in informatics, she moved into the digital space in 2018 and has been working to improve shared care records, bringing forward the needs of clinicians and patients.
Emma is a clinical lead for the Care and Health Information Exchange in Hampshire and IOW, Wessex Care Records (ShCR/LHCR) and the Dorset Care Record (DCR). Emma was part of the NHS Digital Leadership Programme and has just completed her MSc in empowering health and care professionals in shared care projects.

Ian Woodburn
Partnership Scheme Assessor
Ian Woodburn is a Chief Nursing Information Officer (CNIO) in the northwest of England and has worked in the NHS as a Registered Nurse for 40 years.
Ian’s CNIO role includes supporting nursing and nurses on the digitalisation journey across the group, facilitating digital standardisation to reduce duplication and enhance clinical practice.
His passion for nursing continues and his vision for the future is the widescale empowerment of nurses to use their skills to push digital boundaries and continue to enhance nursing practice.

Dr Isabel Kuncewicz
Partnership Scheme Assessor
Isabel has been a practising GP for over 30 years, adopting a variety of complementary roles during this time, including that of GP appraiser and clinical teacher of medical students and international doctors.
As part of the Advisory Board of the Medical Defence Union MDU, she became one of the first four independently contracted medicolegal advisors, providing advice on GP contractual issues, clinical negligence and medical law and ethics.
Isabel has a particular interest in service improvement and patient safety.

Matt Butler
Partnership Scheme Assessor
Matt is a UK-based digital mental health expert and currently Chief Nursing Information Officer at South West London and St George’s Mental Health NHS Trust. .
He has an MSc in Social Research from Surrey University, a PG Diploma in Psychology from The Open University, a Dip HE in Psychiatric Nursing from Surrey University, a BSc (Hons) in Sociology from Kingston University, and a PG Cert in Management Studies from Westminster Business School.
His professional memberships and qualifications reflect his commitment to advancing the field of digital mental health and improving patient care.
